The Federal Motor Carrier Safety Administration (FMCSA) has mandated that all commercial motor vehicles be equipped with an electronic device (ELD) that would replace the traditional paper log books. This mandate is scheduled to go into effect on December 18, 2017.

The requirements for the ELD are that it would automatically track the Hours of Service (HOS) as well as the rest periods and other conditions of mandatory rest requirements. THese conditions specified are designed to assure that drivers do not exceed the safety standards specified by law. To comply with the requirements some additional data is required from the vehicle's On Board Diagnostic computer (OBD).
